萬佛聖城「國際哲學倫理研究院」之建築設計草案，於2004年4月20日正式獲得曼都仙諾郡委員會全體贊成通過。本計劃之建築設計草案已於本年2月5日獲得本郡規劃委員會全票通過，但由於少數附近居民之上訴，郡政府因此排訂此次公聽會。
這次公聽會先聽取反對方之報告，接著由我方律師潔若定女士及建築設計公司副總裁珊蒂女士說明。在聽取民眾意見評論後，四位郡委員以四比○全數通過法總「國際哲學倫理研究院」建築設計草案。此一進展更確定妙覺寶殿工程將於今年夏天如期破土。

The architectural schematic design of the City of Ten Thousand Buddhas’ International Institute of Philosophy and Ethics was officially and unanimously approved by the Mendocino Board of Supervisors on April 20, 2004. The final building design and footprint was unanimously approved by the Mendocino Planning Commission on February 5, 2004, but a few neighbors appealed the approval. Hence the County arranged for a public hearing. During this public hearing, the appellant first made a report, then Ms. Geraldine Rose and our architectural firm’s Vice President, Ms. Sandy Mendler, explained on our behalf. After listening to the public’s opinion, the four supervisors unanimously approved the schematic design of DRBA’s International Institute of Philosophy and Ethics. This step further confirms the project’s schedule to break ground this summer.
