美國總統布希於今年七月三日，簽署一項法案，給予失業的美國人額外的半年（二十六週）失業福利金。布希在一項書面聲明中指出，目前經濟情況困難，延長失業救濟「將為失業的美國人提供重要的支持，直到他們找到工作。」在失業率高居不下的美國，這項法案對於討好選民，顯然頗有幫助。
但是，宣化上人對於救濟金的辦法持有不同的見解。上人直言指出：「失業救濟金不是治國的好方法，其實把人民都害了，全國會癱瘓，變成半身不遂。」失業救濟金會養成無賴；對於失業的人，可以補助，但要給他工作，以工代賬，不能吃現成。否則，人人都領失業救濟金，就沒有人做工。有人就找這種窟窿，有一種倚賴心。「天天做工的人，反而納重稅；不做工的人吃現成！這對國家大不利。」

On July 3, 1992, United States President George Bush signed a bill to extend unemployment benefits for 26 weeks. The bill was approved by the House and Senate the day before. President Bush noted that the employment situation is difficult, and unemployment benefits will provide a significant source of support during the interim between jobs. Since the unemployment rate is high in the United States, the bill will be helpful to the President's campaign for reelection.
But Venerable Master Hua disagrees with the President's decision. Speaking straightforwardly he said that providing unemployment benefits is not a good solution for the underlying problems. In fact, it can harm the citizens and paralyze the entire country. Using welfare as treatment for unemployment will develop scoundrels. It's all right to provide for those who are unemployed if they work for the benefits. However they shouldn't be given food without any responsibilities on their part. Otherwise, everyone will want to receive welfare, and no one will want to work. Some opportunists will be able to avoid work and develop a dependency on the government. Those who work every day have to pay high taxes; those who don't work get their food handed to them for free. This is very harmful to the nation.
